The ISSO is a mission role, not a paperwork role

Programs that staff the ISSO seat as a documentation clerk pay for it later, usually at the worst possible moment.

Too many programs fill the Information System Security Officer seat the way they fill an administrative one: find someone who can keep eMASS current and send the reports on time. Then they wonder why the assessment goes sideways.

The ISSO is the only person on most programs who sees the system, the risk and the record at the same time. That makes the role a mission role.

The ISSO is the person who tells the program the truth about its risk before the assessor does.

What the seat actually decides

Every week the ISSO makes judgment calls that shape the program's risk. Does this change need a full security impact analysis? Is this finding a real exposure or a false positive? Can this item wait on the POA&M, or does the system owner need to hear about it today? None of those answers are in a template. They come from experience.

What happens when the seat is underpowered

The record starts to drift from the system. Findings age because no one pushed back on the schedule. Changes slip through without review. The program learns all of this at the next assessment, when the cost is highest and the schedule has the least room.

What programs should do

  • Staff the ISSO seat with someone who has carried a package through authorization before.
  • Give the ISSO a direct line to the system owner, not just to the ISSM.
  • Measure the ISSO on risk outcomes: aged findings, reconciled records, reviewed changes. Do not measure reports sent.
  • Meet DoD 8140 qualification requirements, and treat them as the floor, not the bar.
