Position summary

The Program Control Analyst owns the numbers. You support the government in estimating cost, formulating and defending budgets, tracking execution, and measuring scope, schedule, and cost performance with earned value techniques. You also maintain the quality, risk, and change-control records that keep a complex program honest. The role covers four core program-control disciplines: budget and cost management, earned value management (EVM), risk and issue management, and change and configuration management.

Key responsibilities

Budget and cost (PWS: Budget, Cost & Earned Value Measurement)

  • Develop cost estimates using industry and government best practices, including the GAO Cost Estimating and Assessment Guide.
  • Support budget formulation — development, documentation, and defense — and track budget execution and allocation to operating units.
  • Reconcile obligations and expenditures; prepare variance explanations for program leadership.

Earned value and performance analytics

  • Measure scope, schedule, and cost performance with EVM: planned value, earned value, actual cost, CPI, SPI, estimate at completion, and variance analysis.
  • Build and maintain program performance dashboards and metrics for IPTs and leadership.
  • Tie schedule status in Microsoft Project / Project Server to cost data and the WBS.

Risk, quality, and change control

  • Maintain risk and issue registers, mitigation and contingency plans, and the related reports and metrics.
  • Document change requests against the project and program baseline; prepare change control board packages and record decisions.
  • Implement and document process quality assurance: quality review checklists, audit procedures, quality plans, and quality reporting.

Acquisition and reporting support

  • Provide post-award acquisition support for program contracts: track deliverables, funding, and modifications for the program office.
  • Draft monthly financial and performance status reports and briefing material.

Required qualifications

  • Bachelor's degree in finance, accounting, economics, business, or a related field.
  • At least 5 years of federal budget, cost, or program-control experience.
  • Hands-on earned value management experience, including variance analysis and estimate-at-completion calculations.
  • Experience with federal budget formulation and execution (appropriations, obligations, operating plans).
  • Advanced Microsoft Excel; working knowledge of Microsoft Project.
  • Experience maintaining risk registers and change-control records.
  • U.S. citizenship and the ability to pass a federal Public Trust background investigation.

Preferred qualifications

  • Earned Value Professional (EVP) from AACE International, or a Certified Cost Estimator/Analyst (CCEA) from ICEAA.
  • Experience at a large federal civilian agency.
  • Experience with Power BI or Tableau for performance dashboards.
  • Familiarity with the GAO Schedule Assessment Guide and the GAO Cost Estimating and Assessment Guide.
  • PMP or CAPM certification.

What success looks like in your first 90 days

  • Day 30: the baseline budget, cost data, and EVM reporting structure are in place and reconciled.
  • Day 60: monthly performance reports deliver on time with variance explanations the government accepts without rework.
  • Day 90: risk register and change log are current, and leadership uses the dashboard in program reviews.
